First, you have to get behind an opponent. Then, stay on tailing them for 

 to perform a Slipstream. But do note that it has a great risk of getting hit upfront, as most of the items are placed on the back of the racers.

Obviously, you can't just try to do a slipstream any time you want. Opponents, especially on the lower places, will mostly get offensive items from item boxes that can knock you out. The best time to go for it is when you are in the third place, as opponents in the front obtain less offensive items.
