. He became a Conduit after grabbing a Department of Unified Protection (or D.U.P. for short) captive named Hank in order to save his brother Reggie. With his newfound arsenal, Delsin travels to Seattle with his older brother, Reggie, in order to shut down the D.U.P.'s operations and acquire its director's power of Concrete so he can heal his Akomish Family. Delsin quickly realizes that he has the unique ability to absorb any other Conduit's powers after touching them.

Reggie Rowe, the older brother of Delsin Rowe, was the sheriff of Salmon Bay, which belonged to the Akomish tribe. Frequently arresting Delsin for misdemeanor mischief with his artwork and probably releasing him on bail, he served as the moral compass for his brother. Though he has shown some distaste for his brother's newly discovered talents, he still values and loves him as a person. Although he still regards other Conduits as "Bioterrorists," such as Abigail Walker, he does not show them this respect.

Abigail Walker, also known as Fetch, is a conduit (or bioterrorist) with the ability to manipulate neon lights. She serves as the primary protagonist of Infamous: First Light and the tritagonist of Infamous: Second Son. In the Infamous series, after Cole MacGrath and Delsin Rowe, she is the third protagonist who can be controlled.

Eugene Sims has the ability to manipulate video and is a conduit/bioterrorist. He is one of the Conduits who brings down the Department of Unified Protection in Infamous: Second Son alongside Reggie Rowe, Delsin Rowe, and Abigail Walker.

Brooke Augustine is the director of the Department of Unified Protection and a key conduit. She is both the primary antagonist of Infamous: Second Son and a supporting character in Infamous: First Light. She used to be a soldier who learned how to use her skills to fight off a monstrous creature that was destroying cities. She freely labels conduits as "Bioterrorists" who are capable of creating devastation, despite the fact that she herself is one.
